Salazar and Escobar Introduce Comprehensive Immigration Reform Bill

Republican Congresswoman María Elvira Salazar and Democratic Congresswoman Verónica Escobar have introduced a comprehensive immigration bill aimed at modernizing the asylum application process, reducing visa backlogs, and providing a pathway to legal status for millions of undocumented immigrants.

The nearly 500-page bill represents a rare bipartisan effort on immigration, an issue that has divided Congress for decades. The legislation incorporates elements from previous, more limited bills and proposes measures to address the status of Dreamers and other groups of undocumented immigrants.

The legislative proposal would create a pathway to citizenship for Dreamers and beneficiaries of Temporary Protected Status (TPS). It would also establish a program allowing other undocumented immigrants to legally live and work in the country by paying a financial penalty. In addition, it seeks to improve the asylum application process at the border, invest in border security infrastructure and technology, address green card processing backlogs, and reform the agricultural visa system.

Although the bill has support from representatives of both parties, it will face challenges in a divided Congress, with Republicans concerned about provisions that would legalize undocumented immigrants and Democrats reluctant to accept additional funding for border security.

This legislative effort comes 10 years after the Senate, then controlled by Democrats, approved a bipartisan comprehensive immigration reform package that was never brought to a vote in the Republican-led House of Representatives.

The proposed legislation also seeks to address border processing by constructing “humanitarian campuses” in high-traffic border areas, where asylum seekers would be processed and provided with medical assistance, counseling, and legal support. It would also allocate significant funding for border security infrastructure and technology.

Regarding work visa and green card systems, the bill proposes increasing certain limits and streamlining visa processing. It would also provide work authorization to spouses of highly skilled visa holders and prevent the children of visa holders from losing their status due to processing delays.

While the legislation represents an opportunity to address immigration comprehensively, its passage will face significant obstacles because of political divisions in Congress.
